PROMOTIONAL DOCUMENTARY: Explores the role of a man who stimulates community action to solve problems of neighborhood improvement, conservation, and urban renewal in New York City. He removes debris from the streets and gets the cooperation of other tenants to help with neighborhood problems. They establish the Neighborhood Improvement Association of the East Twenties and help the community keep its streets clean, paint buildings, maintain rat control and plant trees. Shows the construction of low-income housing.
