TELEVISION DOCUMENTARY: Steven Bell reports on the Assistance to Interculture Development and United Community Service programs for disadvantaged children in Omaha. He interviews school board officials and university professors about the programs and problems of massive school failure in poverty communities. Shows preschool and elementary school children in classrooms and on field trips. States that enrichment programs have been pioneered in other poverty cities where the people are "inside the city, yet outside its opportunities"
