THE HONORABLE CHRISTIAN A. HERTER, SECRETARY OF STATE; MAJOR FOREIGN POLICY ADDRESS Part 5
Description
TELEVISION STATEMENT: Following his conference with the foreign ministers of France, West Germany and Great Britain on the new tensions brought about by the Soviet December 27, 1958 communique to the U.S. on Berlin, Herter assures the American people that present U.S. policy is consistent with that set forth by his predecessor, John Foster Dulles. He explains the history behind the forthcoming Geneva conference, and the principles that will guide the Western powers at the conference; namely, the uniting of the German people in one nation, under a government of their own choice; ample security and arms control agreements; guaranteed freedom for Berlin. Herter indicates that, although the West will adhere to basic principles, a negotiated solution is possible.
