TELEVISION STATEMENT: Secretary of State Dean Rusk reports on the Inter-American foreign ministers' conference in Punta del Este, Uruguay. They met to discuss the growing communist offensive in the Western Hemisphere spearheaded by the Castro regime in Cuba; how the new declaration on Cuban interference in Latin America differs from the one issued by the August, 1960, meeting of foreign miners in San Jose, Costa Rica; and the viability of the Organization of American States.
