FORMOSA ALERT: FORMOSA - Fighter planes are delivered to the Nationalist forces and Generalissimo Chiang Kai Shek reviews troops now ready for any mainland raids. 3. RED REFUGEES: GERMANY - Refugees from Eastern Germany stream into West Berlin, sometimes at the rate of 2,000 a day to be screened and resettled in the free area. 4. DULLES SURVEYS: ITALY - Secretary of State Dulles stops first in his tour of western Europe to re-appraise its economic and military needs. 5. A TERCENTENARY: NEW YORK CITY - On the occasion of the three hundredth anniversary of the city's founding by the Dutch, Prince Bernhard consort of the Netherlands pays a formal visit to the early landmarks. 6.
