With the support of exiled dictator Peron, Arturo Frondisi wins an overwhelming victory, but says he owes no political debt. / RED TROOPS WITHDRAWN - Russia begins withdrawal of 41,000 troops from East Germany with a well-staged, well-publicized token ceremony in which a 500-man contingent is moved out. / ANTI-U.S. DEMONSTRATION - British Communists and Fascists stage a demonstration against the presence of U.S. air bases and planned missile sites, drawing attention to growing neutralism in Britain. / BUBBLES' BIRTHDAY - At Marineland, California, Bubbles the Whale celebrates her "birthday", actually her 1st anniversary of captivity, with a cake and a party at which she is the star entertainer. 3. Visits to the spring camps of the Yankees, Dodgers, Cardinals, Tigers and White Sox show many old familiar faces, and some up-and-coming newcomers hard at work.
