Summary: MLS, office int. Cpl walks to officer at desk (back to camera), speaks to him and exits. Officer takes sheet of paper and writes. CU, sheet of paper, bearing caption, "leaflet- Needless Death". MS, MLS, officer walks from desk to drafting table in bg. At the table are a Sgt and Japanese civilian. Officer speaks to the men illustrating a point; he returns to his desk in the foreground as the men at drafting table begin work. MS, Sgt at drafting table works while Japanese civilian talks to him. VS, bespectacled officer seated at desk to the right, confers with middle-aged, distinguished looking Japanese. Officer writes on sheet of paper which he hands to civilian who in turn makes notations. MSs, officer writing. In some shots he removes his glasses. MSs, Japanese civilian writing. MCU, over shoulder, Japanese civilian as his pen inscribes a line of Chinese characters on paper. MLS, in foreground is drafting table with the Sgt and civil at work. In the bg the officer and older Japanese discuss and nod agreement. The Japanese exits. MCU, artwork on drafting table as it is assembled with strips of adhesive. It is picked up by the Sgt. MLS, officer at desk in fg (back to camera); the drafting table and Sgt are in bg. Sgt turns from table with the leaflet material, and carries it to the officer who examines it and returns it to Sgt. MCU, pamphlet material on desk being inspected; placed in folder bearing numerals and the caption "Death". LS, bespectacled officer at desk rises and examines bulletin board. Soldier enters, hands him "Death" folio, picks up papers from officer's desk, then exits. MS, officer examines "Death" folder, places it on file marked "Out". CU, "Out", file with "Death" folder on top. A hand reaches in from right and lifts it out. MCU, over shoulder. "Death" folder being examined; observer's hand writes in: "Approved".
