TELEVISION DOCUMENTARY: Stephen Bell reports on programs for unskilled and uneducated adults in Omaha and Chicago. Adults enroll in Manpower Development and Training courses for appliance repairmen and auto-body mechanics, and special reading classes for the illiterate. Urges Federal Government, state employment agencies, and public schools to give the "outsiders" an opportunity in education, employment, welfare and health. Explains that automation and technology are the changing keys to abundance, yet threaten the unskilled and uneducated with a "fall from the merry-go-round."
