INDIA AGAIN HAILS QUEEN India's ancient imperial city of Old Delhi hails the visit of Britain's Queen Elizabeth. After ceremonies in which some half a million turn out, next day the Queen and Prince Philip go on to the Taj Mahal. SAFETY BELTS URGED In San Francisco, one of the nation's leading auto makers takes a bold step in the cause of road safety, announcing it will furnish car safety belts at cost, for all cars including competitors' makes/ Experts estimate safety belts could save 10,000 lives a year.
