After a joint declaration of their intention to prevent Laos from being taken over by Red rebels, the President returns to Washington, where he meets Andrei Gromyko, who joins Mr. Kennedy in calling for a peaceful solution to the ominous crisis in Laos, but fails to say whether Russia would agree to a cease fire. SPORTS GRAY SHATTERS HOODOO, WINS GRAND NATIONAL At Aintree, another thrilling running of the Grand National. Two Russian entries are in the field of 35 starters, but the star of the 4 1/2 mile steeplechase ordeal is Nicolaus Silver, the first gray to win the turf classic in 90 years.
